BATTIPAGLIA – Il Presidente del Consiglio Comunale Angelo Cappelli ha convocato presso l’Aula Consiliare del Palazzo di Città una seduta consiliare per lunedì 11 novembre 2024 alle ore 18:00 in Iª convocazione, in seduta pubblica straordinaria APERTA, per la trattazione dell’argomento all’odg avente ad oggetto:
“Problematiche inerenti la questione sicurezza in città”.
Alla seduta Consiliare sono stati invitati a partecipare i Dirigenti di tutti gli uffici di Pubblica Sicurezza e di controllo del territorio. I lavori saranno resi pubblici con la trasmissione in diretta streaming.
Un altro incontro ahi noi inutile. Inutile a giudicare dalle lamentazioni delle opposizioni consiliari ed extraconsiliari, eppire solo il 21 ottobre scorso con un annuncio roboante si comunicava il report di una operazione interforze che vedeva impegnati sul territorio battipagliese Carabinieri, Finanzieri, Polizia di Stato e Polizia Municipale. A giudicare dai risultati, invero molto scarsi e lontani un milione di chilometri da quello che si intende per controllo del territorio: qualche verbale, qualche fermo, qualche sequestro, qualche identificazione.

Ci viene in mente di dire, mutuando uno straordinario spot a cartoni animati per dei famosi biscotti (Gran Pavesi) che andava in onda prima del programma televisivo della serata, e che piaceva a tutti noi bimbi. Il famoso spot di Carosello, si chiudeva con una esclamazione trasformata poi in un modo di dire usato da tutti per dire si “Ok doveva andare tutto bene ma….” e in quel “ma” c’era tutto il resto, e quel resto lasciava intendere che non era andata come si voleva.
Ed è così che è andata quella “Operazione Interforze“. Ma se per uno qualsiadi sbagliare è umano, non lo è per gli specialisti, che al contrario hanno mezzi e competenze perche si possano rendere più sicure le nostre città, e magari si lamenterebbero di meno i cittadini che si sentono abbandonati a se stessi.
“Sicurezza”, questa sconosciuta.
Ma questa sicurezza desiderata, quella che i cittadini mettono in cima ai loro desideri, addirittura più della salute e piu del lavoro è perché hanno paura. Una paura che non può essere smorzata se non si cambiano i paradigmi. Tuttavia senza alimentare ulteriori paure, ma con lo spirito collaborativo che ci porta a segnalare a chi è preposto al raggiungimento dell’Ordine pubblico, magari di spingersi un po’ oltre e semmai pensare di esercitare ordinariamente un controllo reale del territorio, controllo fisico, utilizzando sistematicamente agenti anche in borghese perché possano intervenire al momento, evitando brutte esperienze a chicchessia, ma anche stabilendo un contatto con i cittadini, con il commerciante, con gli anziani con gli studenti, fino a diventare familiari. Insomma il territorio si deve battere, perché se non si batte saranno gli altri a farlo e inevitabilmente chi lo farà sarà padrone della Città e i cittadini saranno sempre più impauriti, ma finiranno anche per non percepire le Forze dell’Ordine come amiche, utili, necessarie, autorevoli.
Purtroppo di volta in volta quando la cronaca nera si prende la scena si finisce sempre di parlare di videosorveglianza, quasi fosse la panacea per tutti i problemi di sicurezza e si chiede di estenderla. Per il sistema della videosorveglianza si sono spesi e si spendono centinaia di migliaia di euro, di sicuro un ottimo strumento, ma va detto anche che qualsiasi strumento che si mette in campo se esclude quello del controllo fisico del territorio è inefficace, o almeno è efficace ma solo dopo che si è consumato un reato, sempre se funziona e sempre che qualcuno lo guardi.
Noi invece pensiamo che prevenire sia sempre la migliore cosa e qualsiasi cifra che si spende per la sicurezza, di sicuro è ben spesa, ma in quella cifra al primo posto vi è la necessaria presenza fisica di Carabinieri, Poliziotti, Finanzieri, Vigili Urbani, e perfino delle Guardie Forestali e della Polizia Provinciale: È troppo o è possibile?
